This rusted out looking tank is actually the new Carr Tank #2 (adjacent to the existing tank in the background). It has not been coated yet, so the steel rusts quickly. This bad boy is a 1.5 million gallon elevated tank. I'm told it has ended up costing Leesburg Va. taxpayers just a little over $4 million to build. That's almost $3/gallon of capacity. I have no idea if this is a good deal or a bad one.
